Application for Visa and Entry Permit at Xiamen’s Ports

Taiwan Residents
Taiwan residents arriving at Xiamen Gaoqi International Airport without the Laissez-Passers for Taiwan Residents may apply for the Laissez-Passers for Taiwan Residents valid for one entry and exit with a validity of 3 months. Those who hold the Laissez-Passers for Taiwan Residents with a validity of over 6 months can apply for one-time entry visa with a validity of 3 months. Valid Taiwan ID Certificate and Entry & Exit documents should be submitted upon application.
Taiwan residents entering Xiamen by ship via Jinmen without the Laissez-Passers for Taiwan Residents may apply for the Laissez-Passers for Taiwan Residents valid for one entry and exit with a validity of 3 months. Valid Taiwan ID Certificate and Jinma Laissez-Passers should be submitted upon application. Those who hold the Laissez-Passers for Taiwan Residents with a validity of over 6 months can apply for one-time entry visa with a validity of 3 months. Valid Taiwan ID Certificate and Entry & Exit documents should be submitted upon application.

Hong Kong and Macao Residents
Residents from Hong Kong and Macao without the Home Return Permits or the Laissez-Passers for Hong Kong and Macao Residents intending to visit relatives or carry out business activities in Chinese mainland for a short period may apply for the Laissez-Passers of the People’s Republic of China with a validity of 3 months. Valid Hong Kong or Macao ID Certificate should be submitted upon application.

Overseas Chinese

Overseas Chinese shall enter China with the Passport of the People’s Republic of China or the Travel Permit of the People’s Republic of China. If their documents exceed the validity and they are unable to apply for extension outside China, they may apply for the Laissez-Passers of the People’s Republic of China with the above-mentioned documents. Valid ID certificates and re-entry documents issued by their residence countries should be submitted upon application.

Foreigners

Foreigners failing to apply for a visa with the Chinese visa granting offices abroad due to urgent matters may apply for visa related to the matter for entry with their common passports issued by countries that have diplomatic or official trading relationship with China or with other travel documents . When applying for a visiting visa (“F” visa), the foreigner should submit a letter of invitation from an authorized Chinese organization, government above the township level, or any companies or enterprises, or an invitation of a trading fair. Foreign tourists traveling to Xiamen may apply for SEZ Tourist Visa valid for a stay of 5 days in Xiamen.

Management of Foreign Citizens, Hong Kong, Macao and Taiwan Residents after Entering China

Foreigners, Hong Kong, Macao and Taiwan residents, and overseas Chinese residing in the residence of their relatives, friends or self-bought houses after entering China should within 24 hours (72 hours for rural areas) register at the local police station for temporary residence. Those staying at hotels should fill in the Temporary Residence Registration Form.

Foreigners staying in China should not do anything irrelevant to the type of visa they hold. They are not allowed to seek employment without “Work Permit for Foreigner” and “Residence Permit for Foreigner”.

Foreigners, Hong Kong, Macao and Taiwan residents, and overseas Chinese entering China from abroad should stay in China only within the validity of the visa, endorsement or relevant documents. If they are unable to leave China at the appointed time for reason of handling matters, they should apply in advance for extension to the Exit and Entry Office of the Local Public Security Bureau.

Foreigners holding SEZ Tourist Visa are only allowed to stay in Xiamen City for five days (counting from the next day after entry). They cannot go outside Xiamen unless they acquire an additional endorsement from the Exit and Entry Office of Xiamen Public Security Bureau.

Other Amenities for Entry & Exit Control

Taiwan residents who invest and set up their enterprises in Xiamen, or work, study, engage in business and trade, purchase real estate in Xiamen may apply for temporary residence and multiple exit and entry endorsements valid from 1 to 5 years. Taiwan residents who come to Xiamen five times within a year for commercial and trading activities or who come to take part in trade promotion events such as “China International Fair for Investment and Trade” and “China Xiamen Machinery & Electronics Exhibition” may apply for multiple exit and entry endorsements valid for 1 year.

For foreign-funded enterprises with a total investment of over USD 3 million, or a foreign exchange earning of over USD10 million or a total tax payment of over RMB5 million in the previous year, their high-ranking foreign executives and technicians may apply, with relevant testimonial materials, to the exit and entry office of the public security bureau for residence permit for foreigner valid for 2 to 5 years and a multiple entry visa with the same validity.
