Xiamen Foreign Investment Bureau is a functional institution under Xiamen Municipal Government in charge of foreign investment related affairs. Its main responsibilities are as follows:
File the documents of FDI projects, organize and coordinate foreign investment promotion activities in accordance with the national trade and economic policies as well as the industrial plan set out by Xiamen Development Planning Committee;
Authorized by the Ministry of Commerce of P.R.C. to examine and approve the contracts and regulations of FDI projects in Xiamen as well as the establishment of representative offices by foreign companies in Xiamen; initial examination of project establishment, examine and issue certificates of encouraged foreign-invested projects and certificates of imported renewal equipments, technology and accessories to foreign-invested enterprises;
Coordinate and facilitate the preparatory work before the full operation of foreign-invested enterprises; participate in the construction and planning of the bonded area, development zones and Haicang Investment Zone, research on industrial orientations and foreign investment promotion;
Organize the research, text-drafting and feasibility study on policies, law and regulations relating to FDI;
Examine, approve and handle import formalities of raw materials and components for foreign-invested enterprises; report and disseminate the commodities plan of foreign-invested enterprises relating to import & export license and quota; initially examine the application for import & export license and quota filed by foreign-invested enterprises; participate in the management of foreign-invested enterprises after their full operation and handle complaints lodged by foreign-invested enterprises;
Collect statistics on FDI in Xiamen. |
